LikeDislikeI would say it depnds on how serious the relationship is/was. If you just dated a few times and you're not feeling it, just let him down easy the next time he calls to ask you out.
As you've been seeing him for two years, you may suggest a dinner, or a walk in the park, and break it to him as gently as possible. Don't use the "it's not you, it's me" line, though. Try something like the timing is not right for you, or altho he means a lot to you and always will, there's just no room in your life at the moment for a committed relationship.
Good luck. As difficult as it is to be on the receiving end of such news, it is just as hard to impart it. I know you'll do the right thing.

LikeDislikeEnd the relationship how you would like someone to end it with you if the situation was reversed. Two years is a significant amount of time to date someone, so you owe it to him to be honest (yet tactful). Tell him in person and do it sooner rather than later so you are not leading him on.
